Any existing culvert under any such private driveway which, in the opinion of the city engineer, obstructs the free flow of water in the gutter or drainage ditch of any public street shall, upon the order of the superintendent of streets of the town, be reconstructed by the owner of the property from which the driveway leads, at his own cost and expense, and to the entire satisfaction and approval of the city engineer.
