Any person who distributes, deposits, passes out, gives away, circulates or delivers any commercial or business handbill, newspaper, circular or other printed material or sample merchandise to any residences or schools, or leaves the same upon any yard, porch, doorstep or vestibule thereof, or in any public hallway thereof, or upon any vacant lot or other private property in the town without first having obtained the express consent or upon the express request of an adult resident or occupant thereof shall, prior to the distribution thereof, print in a conspicuous place in such printed material or sample the name, address and telephone number of the publisher or distributor thereof. Thereafter, and upon the written request of any resident or occupant to discontinue the delivery of such material addressed to the distributor or publisher of such material, future distribution of such material to the resident or occupancy is prohibited and shall be illegal.
