The city engineer shall be appointed by the city manager to hold office at and during the pleasure of the city manager. His compensation for all services shall be in an amount determined from time to time by resolution or motion or by adoption of budget. Prior to adoption of the budget for each fiscal year, the city engineer shall maintain and make available, if requested, records to enable the determination of the fair value of all such services. Such services shall be commenced only on authority of the mayor, city council or city manager. The city engineer shall notify the city council or any commission, in writing, or orally for entry into the minutes, of any conflict of interest, either direct or indirect, he may have concerning any matter coming before the city council, or such commission.
