“Owner” means the record owner of property or vendee under a contract of sale, or an agent of either of the foregoing with written consent to act on their behalf. Unless evidence is produced to the contrary, the record owner of property shall be deemed to be the owner as shown on the last equalized assessment roll. (Ord. 441 § 1 (part), 1988)
