Prior to submitting plans for building plan check, the owner of any property located within the town for any construction project on said property shall submit a construction, operation, and parking plan (COP plan) for review and approval by the building official. The construction, operation, and parking plan shall be prepared in accordance with guidelines to be adopted by resolution of the city council and made a part of the public file. (Ord. 546 § 4, 2003)
