Application for such a use permit shall be filed with the planning commission, which commission shall set a date for a public hearing on the application. Notice of such hearing must be given to all property owners residing within one thousand five hundred feet of the property on which the landings are to be made. Within thirty days after such public hearing the planning commission shall file its recommendation as to the granting of the use permit with the city council, who will thereafter set a public hearing of the application before the council, notice of which shall be given in such a manner as may be directed by the city council. In the event the planning commission recommends against the issuance of a use permit, the city council cannot authorize the issuance of such a use permit except by a four-fifths vote.
