Every owner, tenant, inhabitant, or occupant of every private dwelling house or building inhabited or occupied within the town limits shall acquire and utilize approved waste and recycling containers (carts) supplied by the town’s waste collection franchisee in an amount sufficient to handle waste and recyclable materials generated from the property. Such containers shall not be placed adjacent to the street for collection for more than twenty-four hours before the day the waste materials are scheduled to be collected from the street-side of the property, and must be removed to an appropriate storage location on the premises within twenty-four hours of collection services at the location.
