When a vehicle is parked or left standing upon a street or highway for seventy-two or more consecutive hours, it shall be presumed that such vehicle has been abandoned. The chief of police or his designated representative shall remove such vehicle or cause the same to be removed without prior notice, provided that the procedures provided by state law for storage and notice to the owner thereof shall be observed.
