No person shall park a vehicle upon any public right-of-way for the principal purpose of displaying such vehicle for sale. No person shall park a vehicle on private property adjacent to any public right-of-way for the principal purpose of displaying such vehicle for sale without the consent of the owner or principal occupant of the owner or principal occupant of the property.
