This chapter is for the immediate preservation of the public peace, health and safety. A declaration of the facts constituting such urgency is as follows: There has recently been a great increase in traffic within the town on the streets described in this chapter causing serious congestion and increased traffic hazards at frequent intervals during each day and week. Nearby municipalities have or are in the process of restricting use of their streets by heavy and commercial vehicles, as a result of which a heavy additional traffic burden is imposed upon the streets designated in this chapter within the town.
