Before granting extraterritorial jurisdiction to any governmental entity, the city council shall:

A. Hold a public hearing on the matter at least fourteen days before granting extraterritorial jurisdiction to any governmental agency;

B. Poll the affected residents through a questionnaire and explanation of actions to be taken at least thirty-one days before the public hearing;

C. Notify the affected residents of the time and place of the public hearing through the mail (in addition to the usual notices) at least thirty-one days before the public hearing on the granting of extraterritorial jurisdiction to any governmental agency. (Ord. 332 Ch. 1(h), 1974)
